Im sorry to hear about your friend. It sounds like a very unjust fate. I think in regards to your question it is a matter of perception. Historically, people dont see cigarettes and alcohol as drugs - further, government makes enormous sums of money out of cigarette and alchol sales. I guess it comes down to double-standards and hypocrisy. (I would disagree about them harming no-one but themselves though)
